His claim to fame was he pardoned his former boss, President Richard Nixon. He was the last to die of the Warren Commission that claimed Lee Harvey Oswald acted alone in the Kennedy Assassination.

That may be. I read that they haven't picked a date for it.
As for the 'threes', there is a time limitation but I'm not sure what that is.
